なぜ重要か
The survey suggests a short-term rally around Zelensky after US pressure rather than a sustained monthly increase in trust. It also shows strong Ukrainian resistance to a more conciliative negotiating position, which may affect domestic political support and international debate over US policy.
何が起きたか
KIIS surveyed 1,031 adults living on government-controlled Ukrainian territory by telephone from October 8 to October 16, excluding residents of temporarily occupied territories and people who left Ukraine after February 24, 2022. Trust in Zelensky was 54%, while distrust was 41%. The figures were identical to those recorded in late August and early September. However, the response split shifted during the survey: trust rose from 43% on October 8–9 to 57% on October 10–16, while distrust fell from 52% to 39%. KIIS executive director Anton Hrushetsky attributed the change to a rally-around-the-flag effect after US pressure. The institute said it cannot yet assess how long the increase will last.
ウクライナメディアの見方
Ukrainian coverage emphasized the sharp rise in trust during the survey, while noting that the overall monthly figures remained unchanged from late August and early September. It also highlighted opposition to a more conciliative negotiating position: 73% rejected such an approach and 20% supported it.
海外メディアの見方
The polling was presented in the context of Donald Trump's criticism of Zelensky, his statement that someone else should negotiate for Ukraine, the suspension of major sanctions and restrictions under the Lindsey Graham law, and the announced US–Russia diesel deal.
報道の食い違い
Reports differed on the date of the diesel-deal announcement. One report specified October 9, while another said the agreement was announced earlier that month without an exact date.
背景
The survey followed the US–Russia diesel agreement, criticism of it by Ukraine and the EU, continued US criticism of Zelensky, and developments concerning the Lindsey Graham law. KIIS noted that earlier rally effects, including those in 2022 and 2025, differed in scale and duration, and that the current effect may be short-lived.
