なぜ重要か
The allegations concern a potential loss of up to 1.8 billion hryvnias for a wholly state-owned company, with corresponding implications for budget revenue during a deficit. The episode also raises questions about demand concentration, coordinated trading and the transparency of state energy sales, while the proposed investigation, contract cancellation and management changes could affect the governance of Ukraine’s electricity market.
何が起きたか
On October 27, Energoatom sold 2,000 MW of base-load capacity for delivery from November 1–10 at a weighted average price of 5,313.78 hryvnias per MWh excluding VAT. The auction ran from approximately 10:04 to 13:02, attracted 69 buyers and generated a total volume of 480,000 MWh. Results on the day-ahead market became public around 13:40, after the auction had ended. On October 28, the BASE index rose 82.8%, while the average day-ahead price for November 1–6 reached 9,098.32 hryvnias per MWh. The committee estimates that the difference between the auction and market prices for the sold volume amounted to about 1.8 billion hryvnias.
The committee also alleges that, at an October 26 Ministry of Energy meeting, participants agreed to raise Energoatom’s day-ahead bids and open daytime exports by Ukrenergo. According to the committee, a D. Trading deputy director attended the meeting, while other buyers and the state traders ECU and Naftogaz Group were not invited. Seven buyers purchased 805 MW, more than 40% of the auction volume; D. Trading bought 315 MW, compared with about 45 MW during the preceding decade.
Parliamentary committee head Andriy Herus signed a letter to Prime Minister Serhii Koretskyi demanding the immediate dismissal of the Energoatom-Trading leadership, cancellation of the auction contracts and recovery of funds. The committee also requested an investigation and a report on its results. Copies of the letter were sent to the chairman of the Verkhovna Rada, the head of the Presidential Office, the energy, economy and finance ministers, the chairman of NERC and Energoatom’s supervisory council.
ウクライナメディアの見方
Ukrainian coverage focuses on allegations of price manipulation, possible financial losses for the state company and demands for an investigation, management changes, contract cancellation and recovery of funds. Reporting emphasizes the October 26 ministry meeting, the sharp increase in Energoatom’s day-ahead bids, the subsequent increase in market prices and the concentrated purchases by several buyers. D. Trading’s response is presented alongside the committee’s claims: it denies wrongdoing and says it supports more than 60 Ukrainian manufacturers.
報道の食い違い
The committee and parliamentary energy committee head allege possible manipulation and seek management changes, contract cancellation and recovery of funds. D. Trading calls the accusations groundless and presents its participation in open auctions and its purchase volume as ordinary commercial activity.
