何が起きたか
The Cabinet of Ministers of Ukraine approved a resolution on 28 October 2026 establishing a government commissioner for industrial policy within the Ministry of Economy and Environment. The commissioner will also serve as the deputy minister of economy and environment. Their duties include preparing investment proposals, coordinating central and local authorities, monitoring support for enterprises, industrial parks and clusters, and coordinating preparations for negotiations on the EU section on enterprise and industrial policy. The commissioner will report to the Cabinet quarterly and submit an annual industrial policy report by 1 June.

背景
Until the transfer of responsibilities, state industrial policy was handled by the Ministry of Strategic Industries, which was later incorporated into the Ministry of Defence. In December 2025, the Ministry of Defence announced that it would transfer responsibility for formulating and implementing state industrial policy to the Ministry of Economy and Environment, while retaining military-industrial policy and the defence-industrial complex. The “Made in Ukraine” policy has been in operation since 2024.
