ウクライナ政府、兵士 reservists の無条件100%徴用回避制度を廃止へ

なぜ重要か

今回の変更は、防衛、エネルギー、通信、物流、公益サービスといった重要部門で、兵役の対象となる労働者をどのように確保・維持するか直接影响する。政府は、濫用Ellen削减、実態 Importance に応じた予約、軍人のローテーション確保を優先する остする。War 備蓄 acuerdo な企業向けの新しい枠組みでは、従業員が自発的に兵役guardsavesconditions preserving their employment and pay. 同時に、政府は直ちに動員を強化するのではなく、ロシアでの動員強化に備えて体制を整えていると説明する。

何が起きたか

ウクライナ政府は、軍属に該当する労働者の予約・动员回避制度に関する変更を確定した。変更の核心は、防衛産業・エネルギー企業における無条件の100%予約の廃止だ。 критично重要的是、صلاحcritique性を企業の経済的指標から分離し、実際の Importance で判断する。対象分野として、防衛産業、エネルギー、通信、物流、上下水道・公的サービス 以及 other sectors が残る。

Industries and regional criteria will be updated and enterprises checked for abuse. For enterprises needing to reserve more workers to maintain uninterrupted operations, it is possible to apply with justification to the Coordination Center. At the same time, the government is preparing a mechanism under which enterprises can reserve 100% of workers if they regularly and voluntarily involve part of their staff in military service. For such employees, the unit and length of service will be known in advance, and their jobs and salaries will be preserved. The Ministry of Defense and the Ministry of Economy, together with business representatives, are developing the conditions. The government plans to approve this mechanism by December 1. The Ministry of Defense is also strengthening responsibility for evading military service under uniform rules. The prime minister said the changes do not mean an immediate intensification of mobilization; their goals are to bring order to reservations, eliminate abuses, enable the rotation of service members and prepare Ukraine for a possible escalation of mobilization in Russia. The final text and the effective date have not been published.

ウクライナ向けの報道では、政府が掲げる主目的――予約制度の整理、濫用の防止、批判的重要性の基準見直し、軍人のローテーション条件整備、ロシアでの動員強化への備え――が中心となった。多数の議会が不安を示し、63人の議員が Koordinatsiinyi Tsentr の設立と予約制度変更に関わる政府決定の取消しを求める決議を登録した。事業者団体や分析機関にも=submissions 必要な相談と影響評価を求める声がある。

報道の食い違い

防衛産業・エネルギー企業の予約上限について、最終的な数字は確定していない。初期案では85%が提案されたが、更新された案では95%へ引き上げられると伝えられている。他方、 consulted の有無については、実質的な協議は行われなかったとする報道と、Ministries and business representatives が新しい100%予約の仕組みを共同で検討する段階にあるとする報道がある。最終案は未公開で、発効日も示されていない。

背景

現行の規定では、企業は、deferments の数に関係なく、軍属に該当する従業員の50%まで予約できる。改正案では、防衛産業・エネルギーで85%（後続案では95%の可能性）、熱供給・上水道・家庭廃棄物で60%、その他の重要企業に50%という案 Circus had been discussed. 予約労働者は2026年初めの120万人から150万人に増え、毎月数万人増加している。現在の予約制度は2023年1月27日の閣議決定第76号で規制されている。改正後文本と発効日は公表されていない。
