According to Андрій Юсов, Russia produces about 110 ballistic missiles per month, while its military can launch up to 100 per month. Russia retains dependence on imported electronics, modern optics and other Western-made components, obtaining them through gray imports and smuggling in circumvention of sanctions. Intelligence estimates that at the end of 2025 Russia had about 125 Su-34 aircraft, 135–140 Su-35C fighters and about 20 Su-57 aircraft. Industry can reportedly supply the military with up to 15 Su-34 and 12 Su-35C annually. By contrast, Russia is not serially producing new Su-24M, Tu-22M3 or Tu-95MS aircraft and is only repairing existing machines.

GuMain Intelligence of the Ministry of Defense Ukraine

Rusia had about 125 Su-34 aircraft, 135–140 Su-35C fighters and about 20 Su-57 aircraft. The reported fleet of 140–145 Su-30M2, Su-30SM and Su-30SM2 aircraft represented total stocks rather than aircraft ready for combat missions. Reported Su-34 deliveries were eight in 2022, 11 in 2023 and 12–14 in 2024. In August, Ukrainian intelligence published data on 79 enterprises involved in Su-35C production; 22 of them were not subject to sanctions by any country of the sanctions coalition.
