なぜ重要か

This attack struck a humanitarian-aid distribution site and a shelter for civilians in southern Ukraine, killing people who were seeking assistance or protection. The continuing search operation and rising death toll show the risks facing civilian infrastructure during the continuation of Russian attacks. The incident also prompted a three-day regional mourning period and condemnation and compensation efforts by the Council of Europe.

何が起きたか

On 2 November 2025, Russian forces struck Komyshuvakha in Zaporizhzhia region at least nine times, according to the regional military administration. The first attack targeted the school, where humanitarian aid was being distributed, and a subsequent attack targeted the nearby underground shelter, where civilians had taken refuge. A direct hit caused the concrete structure to collapse and a fire to break out. Guided FAB-500 and FAB-3000 bombs were used; the FAB-3000 is described as a three-tonne bomb containing approximately 1.4 to 1.5 tonnes of explosives and designed to destroy reinforced concrete structures and bunkers.

The official death toll rose from 26 to 29 as rescue operations continued, then reached 31 later on 3 November. Forty-eight people were reported missing and five were injured. Most of the dead were civilians who had come for humanitarian assistance or were helping others after the first strike. Four police officers, two State Emergency Service rescuers, local government workers and residents were among the victims.

In Bilohorodke, a Russian FPV drone attacked a social bus from the “Proliska” humanitarian mission carrying 23 passengers and a driver. A passenger born in 1952 was killed, the driver was seriously injured and two passengers were wounded. That evening, another attack on a private house in Zaporizhzhia region caused a fire; a 62-year-old woman and an 11-year-old boy were injured, and firefighters extinguished the blaze.

ウクライナメディアの見方

Ukrainian reporting emphasizes that the school was functioning as a hub for distributing humanitarian aid and that civilians were sheltering underground when the second strike occurred. The deaths of police officers, rescuers and public workers, the continuing search-and-rescue operation and the three-day regional mourning period are central to the domestic response. Ukrainian officials and commentators characterize the strike as an attack on civilians seeking humanitarian assistance and stress accountability and the need not to make concessions to Russia.

海外メディアの見方

International coverage initially focused on the scale of the strike and the deaths at the school, shelter and aid-distribution site, before reporting the increase to 31 fatalities. It also highlights the Council of Europe’s condemnation and its commitment to accountability and compensation through the Damage Register, the Commission of Enquiry and the Special Tribunal.

報道の食い違い

Reports differ on the number of guided bombs used in the attack: some describe at least nine strikes or nine bombs in the second attack, while another report says ten FAB-3000 bombs were aimed at the school. The reported death toll also changed over time from 26 to 29 and then to 31 as rescue operations continued.

背景

The school in Komyshuvakha was used as a point of resilience and for distributing humanitarian aid to residents who remained in the settlement. Residents received assistance there every week. The attack occurred as a limited ceasefire in Kherson region expired, with reports describing attacks resuming after the ceasefire ended.
