Oleksandr Prokudin, head of the Kherson Oblast Military Administration, acknowledged that there are insufficient opportunities at both the state and regional levels to resettle all residents of the Ukrainian-controlled part of Kherson Oblast who may need evacuation. Because authorities cannot simultaneously evacuate and rehouse everyone, they are prioritising families with children and low-mobility residents, and have called on city residents to leave after fresh Russian shelling of the Kherson thermal power plant. The Ministry of Social Policy has identified places for internally displaced persons in 15 regions of Ukraine, with about 7,000 free bed spaces currently available in dormitories, communal, and social institutions. Places with proper medical supervision for low-mobility Kherson residents already exist in social institutions in Khmelnytskyi, Mykolaiv, and Vinnytsia oblasts, and additional facilities are being prepared in seven more regions: Odesa, Chernivtsi, Kirovohrad, Kyiv, Poltava, Zakarpattia, and Dnipropetrovsk oblasts. In total, capacity has been identified for housing more than 2,000 people. International partners are ready to provide evacuees with financial assistance of 10,800 UAH per person, and the OVA has agreed to settle families with children in the town of Hansen (Hansenshtadt) in Kyiv Oblast.
背景
In July 2025, the Kherson Military Administration told LIGA.net that more than 65% of the city's residents were people of retirement age, and that Kherson city's total population stood at 64,401. On 27 August, Russia struck the Kherson TEC with four KABs (glide bombs), causing critical destruction to the facility. In early March, Prokudin stated that restoring the Kherson TEC in its current state is impractical. Russian dictator Vladimir Putin has announced massive strikes on Ukrainian energy infrastructure, and Ukrainian officials have said that full physical protection of energy facilities is impossible, so cities are preparing for alternative scenarios for the winter.
