  • 攻撃3日夜はgeneratorと送電・配電 substations-targeted among Ukraine’s largest-scale energy attacks.
  • KyivとKyiv oblastではnetwork restrictions, most oblastsではhourly consumer outagesとindustry capacity limits。
  • UN commissionは攻撃をcivilianを重要energy resourcesから切り離す政策とzlochin against humanityの可能性 as characterized。

Russian forces carried out 78 targeted strikes on Ukraine’s energy infrastructure over three days. Targets included electricity stations and transmission facilities, causing serious damage that will take substantial time and resources to repair. New outages were recorded in Dnipropetrovsk, Kharkiv and Chernihiv regions. Kyiv and Kyiv region applied network restrictions, while most regions used scheduled outages for consumers and capacity limits for industry. A major attack on 3 November targeted power stations and transmission and distribution substations; three drones were directed at a substation critical to the stable operation of the Khmelnytskyi Nuclear Power Plant. On 4 November, Ukraine had to reduce nuclear generation capacity because of systematic attacks on the energy infrastructure.

Ukrainian coverage emphasizes the frequency and scale of the strikes, damage to critical generation and transmission assets, outages and operational difficulties for repair crews. It also highlights the Ministry of Energy’s assessment that Russia has changed tactics and is targeting objects critical to the energy system’s operation, while citing UN findings that attacks form part of a deliberate policy harming civilians.

背景

Russia began the current campaign against Ukraine’s energy infrastructure in late September 2026, ahead of the heating season. The Ukrainian energy system has operated under repeated attacks for a fifth year, and Ukraine recorded 11 large-scale attacks on its energy system in 2022. During the winter of 2025–2026, residents experienced prolonged interruptions to heating, electricity and water during severe cold. The UN commission said the attacks affect civilians’ physical and mental health and the operation of hospitals.
