数週ерх preparatory期間 planner Ukrainian security and defence agencies and manufacturers deployed electronic warfare systems across hundreds of locations in Kyiv, creating a dome designed to disrupt the radio links used by Russian operators to remotely control Shahed drones. The operation involved the General Staff, the Ministry of Defence, the Ministry of Internal Affairs, the National Security and Defence Council, the Office of the President, other defence units and leading Ukrainian manufacturers, which produced and installed equipment around the clock. It was carried out under the president’s constant oversight and described as technically and organisationally complex.
